Can I change cutting height for lawn mower without draining oil/gas?

I just got a cheap lawn mower from Lowe’s and didn’t really care that I had to adjust the wheel height manually since there is not a lever, as on most self propelled mowers, but now, in it’s median height, it is barely skimming the grass.
Now that I have it filled with oil and gas, must I drain the fluids to turn it over and adjust the wheel height? I know, maybe a stupid question, but I just don’t want to damage the machine. Thanks for your help!

I don’t think you should have to turn it over on it’s side to adjust the wheels. Remember to pull the spark plug wire off the plug when you fool near the blade.
